Do premium vinyl rugs need underfoot padding for extra comfort?

I have been looking at flooring choices, and I went with the traditional ceramic tiles, but I need rugs in some areas of the house for comfort. I am a bit suck on the rug choices that fit both the ambiance and my needs in terms of feeling cozy and comfortable.
