Can I use neutral tones to liven up my space for a Mediterranean feel?

I live in an old apartment and would like to modernize it. My recent trip to Italy inspired me to recreate a Mediterranean living space. My friend suggested that I incorporate more neutral-colored furniture into my room. I don't want to break the bank, so can the look be replicated with neutral vinyl rugs?
